On August 28, commencing at 7:30 p.m. for approximately 25 minutes, Mr. KISHIDA Fumio, Prime Minister of Japan, held a video teleconference meeting with H.E. Mr. Abdoulkader Kamil Mohamed, Prime Minister of the Republic of Djibouti, who is visiting Tunisia to attend the 8th Tokyo International Conference on African Development (TICAD 8). The overview of the meeting is as follows.

  1. At the outset, Prime Minister Kishida told Prime Minister Abdoulkader, that he regretted he would not be able to participate in the meeting in person, but that he hoped to lead TICAD 8 to a success with the cooperation of Prime Minister Abdoulkader. Prime Minister Kishida also stated that Japan intends to deepen cooperation to stabilize the region through the recently appointed Ambassador, Special Envoy for the Horn of Africa. Prime Minister Kishida further stated that Japan is going to contribute to the development of Djibouti including the cooperation for Disaster Response Unit of Djibouti Armed Forces, which has been decided upon. In response, Prime Minister Abdoulkader, expressed his condolence to former Prime Minister Abe and conveyed his appreciation for Japan’s extensive support for the development of Djibouti and its contribution to the stability of the region including the anti-piracy efforts, recognizing Japan’s actions through TICAD to date. The both sides confirmed to work for further development of bilateral relations, based on the outcome TICAD 8.
  2. Prime Minister Kishida then stated that it is essential for the international community to cooperate in its response to Russia’s aggression against Ukraine, and that, Japan intends to continue contributing to strengthening food security in Africa. Prime Minister Kishida also raised the importance of transparency and fairness of development finance and the both sides confirmed to cooperate with each other on this issue.
  3. Furthermore, the two sides shared the view to continue to work together in responding to regional and international issues, such as North Korea, including on the nuclear, missile, and abductions issues and strengthening of the functions of the United Nations as a whole, including the Security Council reform. They also confirmed to coordinate to maintain and strengthen the NPT regime following the recent NPT Review Conference.

8月28日、午後7時30分から約25分間、岸田文雄内閣総理大臣は、第8回アフリカ開発会議（TICAD8）出席のためチュニジア共和国を訪問中のアブドゥルカデル・カミル・モハメッド・ジブチ共和国首相（H.E. Mr. Abdoulkader Kamil Mohamed, Prime Minister of the Republic of Djibouti）と首脳テレビ会談を行ったところ、概要は以下のとおりです。

  1. 冒頭、岸田総理大臣から、TICAD8に対面参加できないことは残念であるが、アブドゥルカデル首相の協力を得て成功させたい旨述べました。また、岸田総理大臣から、今般任命した「アフリカの角」特使を通じて、地域の安定に向け協力を更に深めたいと述べた上で、今般支援を決定したジブチ国軍災害対応ユニットへの協力のみならず、ジブチの開発に貢献していく旨述べました。これに対し、アブドゥルカデル首相からは、安倍元総理大臣の逝去に弔意を表明した上で、日本のこれまでのTICADの取組を評価し、ジブチの開発に対する日本からの広範な支援及び海賊対策を含む地域の安定に対する貢献に謝意を述べるとともに、双方は、TICAD8の成果を踏まえて両国関係の一層の発展に取り組んでいくことで一致しました。
  2. 続いて、岸田総理大臣から、ロシアによるウクライナ侵略に国際社会で協調して対応していくことが重要である、日本としてアフリカの食料安全保障の強化に引き続き貢献していく旨述べました。また、岸田総理大臣から、開発金融の透明性・公正性の重要性を説き、双方は共に協力していくことを確認しました。
  3. このほか、双方は、核・ミサイル問題や拉致問題を含む北朝鮮への対応、安保理改革を含む国連全体の機能強化といった地域及び国際社会の諸課題について連携して対応していくことを確認しました。また、今般のNPT運用検討会議を受けて、NPT体制の維持・強化に向けて引き続き連携していくことを確認しました。
